United States Congressman Scott Perry has nailed serious allegations against the United States Agency for International Development (USAID), a government agency responsible for administering civilian foreign aid, claiming that USAID funded Boko Haram in Nigeria and other terrorist organizations around the globe.
Perry, a Republican representing Pennsylvania, made the claim during the inaugural hearing of the Subcommittee on Delivering on Government Efficiency on Thursday.
Pan-Atlantic Kompass reports that Boko Haram is an Islamist militant group that has been active since 2002, primarily in northeastern Nigeria, but also in parts of Cameroon, Chad, Niger, and Mali.
There have always been claims that the terrorist group is backed by some powerful individuals or entities.
In a shocking revelation, Perry, in his address during the session titled “The War on Waste: Stamping Out the Scourge of Improper Payments and Fraud,” claimed that USAID funded Boko Haram, alleging that the agency funding was being used to support not only Boko Haram but also other terrorist entities like ISIS, Al-Qaeda, and others.
He also raised allegations of substantial financial support, with mentions of specific sums like $697 million annually.
The congressman also claimed that USAID is allegedly facilitating cash shipments to regions where these groups operate, with specific reference to weekly shipments of cash to the Taliban.
Perry cited examples where USAID had funded educational initiatives in Pakistan, alleging there was no evidence these schools were built, suggesting instead that the funds might have been diverted to terrorist groups.
He said: “Who gets some of that money? Does that name ring a bell to anybody in the room? Because your money, your money, $697 million annually, plus the shipments of cash funds in Madrasas, ISIS, Al-Qaeda, Boko Haram, ISIS Khorasan, terrorist training camps. That’s what it’s funding.
“If you think that the programme under Operation Enduring Sentinel entitled Women’s Scholarship Endowment, which receives $60 million annually, or the Young Women Lead, which gets about $5 million annually, is going to women who, by the way, if you read the Inspector General’s report, is telling you that the Taliban does not allow women to speak in public, yet somehow you’re believing, and American people are supposed to believe, that this money is going for the betterment of the women in Afghanistan. It is not.
“You are funding terrorism, and it’s coming through USAID. And it’s not just Afghanistan, because Pakistan’s right next door.
“USAID spent $840 million in the last year, the last 20 years, on Pakistan’s education-related programme. It includes $136 million to build 120 schools, of which there is zero evidence that any of them were built. Why would there be any evidence? The Inspector General can’t get in to see them.
“But you know what? We doubled down and spent $20 million from USAID to create educational television programs for children unable to attend physical school. Yeah, they can’t attend it, because it doesn’t exist. You paid for it.
“Somebody else got the money. You are paying for terrorism. This has got to end.”
This allegation comes amidst broader scrutiny of USAID funding under the administration of US President Donald Trump.
Trump’s billionaire ally and Head of the US Department of Government Efficiency (DOGE), Elon Musk, also said: “It became apparent that it was not an apple with a worm in it. What we have is just a ball of worms. You’ve got to get rid of the whole thing. It’s beyond repair. We’re shutting it down.”
Trump had shut down the operations of USAID, citing allegations of fraud and corruption. Following the USAID shutdown, Pan-Atlantic Kompass earlier reported that a number of initiatives and interventions funded by USAID in Nigeria and across Africa are currently being challenged.
Recall also that the #BringBackOurGirls (BBOG) movement, a Nigerian-led advocacy group formed in response to the 2014 abduction of 276 schoolgirls from Chibok town by Boko Haram, was allegedly fingered to have benefited from funds provided by the United States Agency for International Development (USAID), claims that the group is currently fighting.
