Immigration New Zealand (INZ) has officially locked in the implementation date for its highly anticipated graduate work visa.
International students looking to kickstart their careers in the Southern Hemisphere will soon have a brand-new pathway, as the government of New Zealand implements the Graduate Work Visa on November 16.
This was contained in a press statement posted on the official website of the INZ.
The policy shift is designed to act as a crucial bridge for global talent. By offering a brand-new Short-term Graduate Work Visa alongside major expansions to the existing Post Study Work Visa (PSWV) framework, immigration officials aim to retain high-value skills within the local economy while bolstering the multi-billion-dollar international education sector in New Zealand.
The cornerstone of this announcement is the introduction of a new six-month temporary visa tailored specifically for those who historically fell through the cracks of post-study work rights.
The policy will grant open employment rights to eligible international students who complete Level 5 to Level 7 qualifications.
To qualify for this specific short-term stream, individuals must have studied full-time in New Zealand for at least 24 weeks.
The visa is intentionally designed to grant temporary breathing room, allowing fresh graduates up to six months to secure a job and eventually transition onto a longer-term Accredited Employer Work Visa (AEWV).
The reforms form part of New Zealand’s wider International Education Going for Growth strategy, which aims to increase international enrolments by 35,000 and nearly double the sector’s value to NZD $7.2 billion by 2034.
Other recent measures have included increasing permitted work hours for eligible study visa holders from 20 to 25 hours per week and extending in-study work rights to all tertiary students enrolled in approved exchange or study abroad programs.
The statement reads: “We are introducing a new Short-term Graduate Work Visa and extending Post Study Work Visa eligibility to better align graduate pathways with New Zealand’s skills needs.
“We will soon be launching a new visa and making changes to the Post Study Work Visa. These changes will support growth in international education, while ensuring graduates are well placed to move into work that meets New Zealand’s skills needs.
“The changes include a new Short-term Graduate Work Visa and an extension of Post Study Work Visa eligibility to graduate diplomas at New Zealand Qualifications and Credentials Framework (NZQCF) Level 7. The graduate must also hold a bachelor’s degree (completed in New Zealand or overseas).
“Together, these changes aim to attract and retain international graduates with valuable skills, while maintaining education quality and protecting New Zealand’s international reputation as a great place to live and work.
“People who have previously been granted a Post Study Work Visa are not eligible for a second Post Study Work Visa or a Short-term Graduate Work Visa.
“Eligible international graduates who completed their studies in New Zealand will be able to apply for the new Short-term Graduate Work Visa from Monday 16 November 2026.
“This visa provides 6 months of open work rights, allowing time to look for work and, where appropriate, transition to an Accredited Employer Work Visa.
Eligibility and conditions
To be eligible, applicants must:
- qualify for NZQCF Level 5 to 7:
- was studied full‑time for at least 24 weeks in New Zealand
- is not an English language, foundation, or bridging qualification
- does not make them eligible for a Post Study Work Visa
- have at least NZD $5,000 available to support themselves
- have a valid medical certificate and chest X-ray, dependent on their intended length of stay in New Zealand
- not have previously been granted a Short‑term Graduate Work Visa or Post Study Work Visa
- have written approval from the Ministry of Foreign Affairs and Trade or Education New Zealand, if their study was supported under the New Zealand Scholarship Programme.”
