New Norway’s Minimum Salary for Foreign Workers to Begin Sept 1

Starting September 1, 2025, Norway’s minimum salary requirements for foreign workers will see a significant hike.

This was announced in a press issued by the Norwegian Directorate of Immigration (UDI).

According to the statement, Norway’s minimum salary requirements are part of the country’s commitment to fair wages and robust labor standards.

The statement added that the new salary thresholds will depend on the educational qualifications required for a job role.

For foreign workers with a Master’s degree, the new minimum salary requirement for foreign workers will rise to NOK 599,200 annually (€51,802) pre-tax, up from NOK 513,100.

Those with a bachelor’s degree will earn at least NOK 522,600 per year (€45,190), an increase from NOK 469,366 (€40,587).

“The annual adjustments we have made in the past have not kept pace with wage growth. Therefore, we have made significant adjustments to the salary requirements,” the statement reads.

According to the statement, these adjustments aim to prevent wage undercutting and ensure that foreign workers are compensated fairly in sectors like engineering, healthcare, and IT, where demand for skilled labor remains high.

The UDI also instructed employers to comply with these new minimum salary requirements for foreign workers, as the changes apply to both new permit applications and renewals.
