Immigration New Zealand (INZ) has updated its student visa and post-study transition framework rules, introducing targeted work-rights restrictions for enrolled students while extending post-course stay allowances and expanding work pathways for international graduates.
The policy adjustments on student visa and post-study visa rules reflect a deliberate push by the New Zealand government to maintain the academic integrity of its international education sector while offering clear post-graduation options for skilled migrants.
1. Work-Right Caps for Research Students
Under the updated rules taking effect immediately, unlimited in-study work rights for incoming Master’s-by-Research students have been removed.
Going forward, new Master’s-by-Research students will share the same work limits as other international tertiary students:
- Term Time: Capped at 25 hours per week.
- Scheduled Breaks: Allowed full-time hours during official university holidays.
Immigration authorities noted that the adjustment reinforces that the fundamental purpose of a student visa is academic pursuit rather than employment. Existing student visa holders submitted prior to the policy change will maintain their current visa conditions.
Additionally, English language proficiency standards have been explicitly integrated into immigration assessment criteria, allowing border officials and case officers to evaluate whether applicants possess the necessary language skills to fulfill their study obligations.
2. Extended Post-Course Stay Window
To reduce pressure on graduating international students, INZ has extended the post-study stay allowance.
Students whose visas were previously set to expire one month following the end of their course date will now receive a two-month grace period.
This extension gives graduates additional time to finalize their affairs, prepare applications for post-study work visas, or secure qualifying employment without risking an unlawful immigration status.
3. Post-Study Work Visa Pathways (Effective November 16)
Alongside the immediate student visa changes, Immigration New Zealand confirmed expanded post-study work routes launching 16 November.
Expanded Level 7 Graduate Diploma Access
Graduate Diploma will now qualify for a 1-year open Post-Study Work Visa, provided they meet four key conditions:
1. Completed full-time, in-person study in New Zealand for the full course duration.
2. Held continuous enrollment without relying on cross-credits or Recognition of Prior Learning (RPL).
3. Possess a completed Bachelor’s degree from either a domestic or recognized overseas institution.
4. Submit their application through the enhanced Immigration Online portal.
New 6-Month Short-Term Graduate Work Visa
For students completing Level 5 to 7 qualifications that do not meet standard Post-Study Work Visa requirements, INZ is launching a dedicated 6-month Short-Term Graduate Work Visa.
This visa offers open work rights to help graduates gain short-term local workplace experience or transition into accredited employer-sponsored visas. Applicants must apply within three months of their student visa ending and demonstrate at least NZD $5,000 in available support funds.
What International Students Should Do
These changes point to a tighter link between student visas and their primary purpose: education. International students should budget around the 25-hour weekly work limit, verify their institution’s standing and check their individual visa expiry conditions before making post-study plans.
